Freedom of Online Expression in Kazakhstan: Crime and Punishment

CAISS Director Anna Gussarova argues that a growing number of arrests for posting on social media could lead to a negative effect on society at large, especially if people are uneducated and unaware that their actions violate the law. With respect to online expression, citizens need a better understanding of what the law prohibits and what the law permits. Otherwise, it is likely that lack of education and awareness campaigns can result in a growing number of people arrested for incitement of national or religious hatred in days to come.
